Lets other-region cartridges run. NTSC-U and NTSC-J carts only need the plastic slot tabs trimmed or the tray swapped for a tab-free one. Running PAL carts on NTSC consoles (or the reverse) also needs the lockout handled, e.g. an UltraPIF board soldered in place of the PIF chip.
